RANCHO CUCAMONGA, CA: PROGRAM MANAGER - $120,000.00 D.O.E.

Our client is an aerospace manufacturer of military combat gear.  Plant revenues are at $25 million and company-wide revenues are at $160 million.  The Program Manager is responsible for the overall management of one or multiple Programs/Projects, such as the development and/or production of new and/or existing products or the improvement of existing products.  This includes planning, coordinating, and implementing various Engineering development activities to ensure that goals and objectives of each Program/Project are accomplished within prescribed time-frames and funding parameters, and in accordance with contractual obligations.  

EDUCATION: The individual shall possess a BS Degree in an Engineering or Technical discipline (MBA preferred). 

EXPERIENCE: 
·    A minimum of ten years experience in a high-technology company, fifteen years experience preferred.
·  A minimum of five years management experience, ten years experience preferred.
·  Previous program management experience on government programs.
·  Military acquisition experience required.
·  Experience as a second-level manager a plus.
·   Experience in more than one of the following disciplines a plus: Development Engineering, Product Marketing Operations, and Government Contract Management. 

KNOWLEDGE, SKILLS AND ABILITIES:
·         Intimate knowledge of program management tools and procedures, including C/SSR and CFSR reports.
·         Intimate knowledge of people management skills, particularly influence management and conflict resolution.
·         General knowledge of operations, including scheduling, procurement, manufacturing, test engineering, and quality systems.
·         General knowledge of finance, including the ability to read and understand financial data such as product income statements, return on investment analysis, and net-present value analysis.
·         General knowledge of marketing, including market research, market sizing, pricing, marketing communications, and product launch.
·         Ability to understand, track, drill-down, and question activities and issues in all functional areas, and make sound business decisions based upon that data.
·         Strong influence-management, negotiation, leadership, and assertiveness skills.
·         Strong oral and written communication skills.
·         Strong attention to detail and follow-through skills.
·         Strong computer skills, with an emphasis on Microsoft software programs, such as word processing, spreadsheet, database, scheduling (MS Project), and electronic mail applications.
·         A working knowledge of Department of Defense (DOD) acquisition policies, regulations, and practices.
·         A working knowledge of ISO 9001, or equivalent quality standards/procedures.
·         Responsible for identifying program risks and interpreting contractual obligations, and communicating project goals and requirements.  

DUTIES/RESPONSIBILITIES: The Program Manager shall be able to perform each essential and secondary duty listed below.  These duties demonstrate the knowledge, skill, and/or ability required for this position.  Other duties not listed may be assigned as necessary.  Reasonable accommodations may be made to enable individuals with disabilities to perform these duties. 

ESSENTIAL FUNCTIONS: 
·         Ensure that the right product is developed and that product meets or exceeds customer requirements and that the development is in accordance with ISO Standards.
·         Lead Program Teams and facilitate the communication and interaction amongst the functional representatives.
·         Track program/project against its schedule and budget, and against phase review objectives.  Report status to supervisor on a regular basis and executive staff on an as-needed basis.
·         Develop and implement recovery plans for off-schedule and unanticipated eventualities.
·         Coordinate with customer to provide necessary program status and obtain customer feedback.
·         Prepare for and conduct periodic design and program meetings for the customer(s) in accordance with the contract and/or other program requirements.
·         Review, analyze, and interpret the technical and administrative requirements contained in requests for proposal (RFP), requests for quotation (RFQ), requests for information (RFI), information for bid (IFB), etc., to generate material used in preparation of formal responses.
·         Write, edit, and review various management and technical sections of proposals written in response to an RFP, RFQ, RFI, and IFB.  Identify program tasks and prepare associated cost inputs.
*         Participate in contract negotiations as required.
·         Review, analyze, and comment on Engineering test procedures, reports, etc., as required. 

SECONDARY FUNCTIONS: 
·     Manage and administer effective conflict resolution techniques within the Program Team.
·         Provide feedback regarding Program Team employee performance to the functional manager/supervisor for documentation.
·         Recommend new processes where needed to improve quality and/or on-time delivery.
·         Recommend and lead efforts to improve existing processes to improve quality and/or on-time delivery.

AUTHORITY: The Program Manager will have the authority to form a Program Team according to the applicable Product Life Cycle/Phase Review process.  The Program Manager will have the authority to specify the roles and responsibilities of the Program Team members.  The Program Manager has the authority to dismiss a Program Team member, upon consultation with Human Resources and the team member’s functional manager, and after completing any documentation required by Human Resources.  The Program Manager will have the authority to purchase items within budgetary constraints up to the limits prescribed by Company policy and appropriate to a manager’s position.

SUPERVISION: The individual serves as an individual contributor and a supervisor with leadership responsibilities.  Generally manages multiple programs for which he/she is directly responsible.  Additionally, must manage individuals performing identical functions with other programs.  May conduct and/or provide input on performance appraisals, and may be asked to recommend and/or comment on personnel placement, discipline, and wage increases.

Domestic and foreign travel required (approx. 20%)

RANCHO CUCAMONGA, CA: MATERIALS MGR $105,000.00+BONUS D.O.E.

The Materials Manager will oversee all activities associated with purchasing, production control planning, shipping and receiving, and stockroom functions in order to manage material flow and inventory levels efficiently. The Materials Manager will be responsible for developing/overseeing material buying plans and will coordinate the efficient movement/procurement of materials through purchasing and production control based on actual and/or forecasted material demands. This individual directs and formulates procedures and policies to make certain materials are available and delivered when needed. This individual will develop supply chain partnerships/relationships with key suppliers to improve material flow through implementation of supplier managed inventory systems or other innovative processes.    

EDUCATION: 4-year college degree in Business Management or Production and Operations Planning, or related field desired. Professional certification desired: CPIM (Certified Production and Inventory Control Management) 

EXPERIENCE: 8 – 10 years materials management experience with progressive responsibilities in all functions of materials management. (Planning, inventory control, purchasing, and supplier relationship management)

DUTIES/RESPONSIBILITIES:

§  Oversees all purchasing, production control, and stockroom personnel and activities.

§  Participates in the production control planning process and develops strategies to optimize material buying/on-hand inventory practices.

§  Develop Supplier Managed and internal inventory systems using lean manufacturing materials management practices including Kan Bans and materials procedures to support lean manufacturing/one-piece-flow. Establish appropriate metrics to measure effectiveness.

§  Develop and implement objectives, strategies, and tactics for materials management to drive inventory levels down to an acceptable level to meet the company’s goals/objectives; ensure departmental goals are met.

§  Responsible for identifying and implementing inventory management procedures to manage the material flow within the plant.

§  Develop product costing to support customer RFP’s and RFQ’s.

§  Responsible for inventory control processes including cycle counting, overall inventory accuracy, on hand balance accuracy, inventory analysis, WIP accuracy, accounting interface, and cost analysis of product builds.

§  Identify and implement inventory replenishment strategies to drive lower inventory levels while maintaining adequate operational responsiveness.

§  Layout and organize warehouse to maximize space utilization and optimize material flow throughout plant.
